More ISP Issues And Ping Plotter Pro

I like finding tools that are handy to use.  I think everyone does.  I've mentioned ping plotter before, and I use it often for sure.  Here is another case where a customer called and said they thought they might be having ISP issues.  They were, then it suddenly cleared up.
